Training and development of the Education Councils in the context of the Brazilian Republican State (1889 - 1988) 

 

Abstract:

This article analyzes the formation and development of the Education Councils in Brazil, as well as the role they played in the context of the construction of the Brazilian Republican State from the beginning of the Republic in 1889 until the democratic opening in 1988. Using a qualitative method, this paper shows that the organization and attributions of the Councils were influenced by the centralization of the Executive power and that the Councils as historical and contradictory instances were not always related to democratization movements of the Brazilian State. However, currently, with the approval of the National Education Plan 2014-2024, by Law 13005 of 2014, the Councils of Education may act, together with other instances, as a locus of mobilization, accompaniment and evaluation of the Brazilian educational policy, focused on the different levels (Basic Education and Higher Education) and teaching modalities.
